This type of screw pin is used in some shackles where its ends being flush is an asset. I've seen similar used on sailing boats, so that lines or fabric cannot snag on the head, split pin, or ring of the pin.  I've likewise seen them on small rollers of machines.  My old Sunbeam motorcycle uses similar on the bowden cable connecting fork of its front brake,

My TR4A has a similar pin for the clutch slave cylinder's pushrod (it goes through it's forked end). 

in short it's ; a flush fitting pin usually through a forked end (connection) which needs a degree of angular articulation .. but then again it is also much the same as the screw-pin which holds the Bosch-fitting blade down (locked) on my jig-saw.

The adjustable spanner would have to be AF for the TR, not metric…….
