Stub stacks - bellmouths - wont do anything to reduce the 'constant depression', that is set by the piston/spring.

At higher hp they will even cause the mixture to lean a bit. Because the pressure drop across the bare mouth - aka 'entry loss' - is embraced by the standard needle profile. When a bellmouth is then fitted that entry loss disappears and the piston sinks a bit to keep the depression constant, and that lower needle position is leaner.

For a given throttle setting, mass air flow also stays the same with/without a bellmouth.

All the above does not aply to Webers etc where a bellmouth does help reduce the entry loss.
