Mine idles below 700 but is on new carbs. How are your throttle spindles? Any air leaks on the engine side of the butterflies, such as manifold gasket or brake servo connections?

Usually if you can't slow the tick over down, it is because the timing is too far advanced.

 

As long as the float heights are correct, the main jets are 35-38 thou below the jet bridge and the butterflies shut completely and together, which can be checked by sliding a 1.5 thou feeler gauge under them and pulling it out to see if they feel the same, they run perfectly.
