Easobal wheel static bubble balancer

At the weekend I acquired a bubble wheel balancer. I think it was an ex-garage item. It is an Easobal marked Booth patents 731459 from the 1960's. The parts on the stand with the bubble balancer I understand but what are the 5 strips of metal with the 4 holes in. The 2 sets of screws, one with a cup washer and bolt and the other just a screw with a flat end appear to screw into the part with 5 threaded holes in. The 2 smaller cones seem to be for different hub sizes. Any help on what these extra parts are for and how they attach etc welcome. It came with a tray of assorted imperial and metric weights and a gadget to remove weights.

Probably for earlier Volkswagen beetle wheels that have the large hole in the middle.
