Carefully check that the float arm moves smoothly through its full range, if not a little lubrication of the mechanism should improve matters. Then clean both spade terminals and connect a test meter across them with a suitable ohm range selected. Next gently move the float arm through its full range and you should see a corresponding steady fall in the resistance reading from the 'empty' to 'full' positions of the float.
