Yep, with the original equipment knob, you have between 2 and 2-1/2 inches between the top of the knob and the bottom of the dash. On my B, neutral has the knob even with the bottom of the dash, 4th gear is outside the dash, and first and third gears are UNDER the dash! Again, my "B" was rebuilt from the ground up, so some folks with "original entry" TR3s, like Don, might have slightly different measuremenst. Personally, I don't remember the shifter being UNDER the dash on my original TR3, but my memory is no indicator of reality in 1961. Happy holidays, to you and all!
