1st check is to measure the voltage on the motor main terminal while cranking, you may just be loosing too many volts through bad connections. If ok (greater than  10v) then the starter may be faulty, & need a re-wind.

Did you save this excellent article that one of our own placed in the TR newsletter?   
It helped me find out why my car had a sluggish starter.

My battery to bulkhead earth connection was dirty and dropping almost 2 volts when the motor was cranking.

 

As Bob has written if the connections are ok then start by looking at the starter motor.   I’d look at the state/length of the carbon brushes and their spring tension.   PM me if you need spares for the starter as I still have a few NOS bits for Lucas 418G starters.
