It is only the British that must obey all the green proclamations. The Chinese (and Germans) can build more coal fired power stations, The USA can ignore all the rules. But we must shut down everything that could offend the 'greens' no matter where they are on the globe even if it jeopardises the power to our light bulbs and heating.
