Hand brake is off but cant move the lever in either direction.

Cable snapped ?

Silly question but are you trying to move it with the knob constantly depressed?

Thanks Roger, would seem most likely, time to get a little oil on my hands I think

If the handbrake pivot is worn or slack, the lever can move sideways enough for the pawl to slip off the side of the ratchet and jam.
