Confirmation or otherwise please.

According to Triumph spare Parts Catalogue the TR4 upper outer column No 131503 was unique to the TR4 IE the catalogue indicates that it was not used on other models

The Spitfire inner column is longer.

As it is a steel tube with a spline and thread at one end, you could create a TR4 one from a Spitfire one if you cut in the clamp slot identically positioned to the TR one.

There is one for 29 GBP at the moment at eBay.
