Waxoyling rear valance

What is the best way of getting wax into the inside of my new rear valance, especially just below the bumper mounts where it loves to rot?

Is it best to drill and then plug a small hole or is this area behind the wheel a no go area with a drill, or is it possible to come in from above?

All suggestions greatly appreciated, before I shutz the whole area....

You can access this cavity between inner and outer valence easily from the inside of the boot.

I've pre drilled four 5mm holes from the inner valance  under the car ready for wax once she has being sprayed which will then be plugged with grommets same with the inner sills which have four 20mm holes so I can bet the spay gun in to fill with Bonda rust so it will fill the bottom seam then later wax.

This is a pic of the a TR6 with the inner rear valence installed, but no outer valence.  You can see that there is pretty good access to the between space through openings in the inner panel. A long stinger on a spray can should allow pretty good coverage without drilling holes.
