Importing a car and converting C & E 389 to NOVA 1

I have a car which was imported in 98 so have a C & E 389 (pre NOVA certificate), a Heritage Certificate and the bill of sale. I have been told that it needs converting to NOVA 1 paperwork.

Can anyone help me? I have the NOVA1 paperwork, but most of it does not apply or I don't have the relevant information.

Hopefully the C & E 389 Certificate you hold was " stamped and dated by HMRC " .....signifying taxes paid at time of entry ?

There are no " late penalties " for lodging a new style post 15.4.2013 Nova form. Good news !

 

Current legislation is obviously geared up to cope with greater percentage of vehicle importation into the UK , i.e new vehicles so...

don't panic that the bulk of the paperwork seems totally irrelevant. There is a telephone helpdesk mentioned in the Information sheet

if you need clarification.

 

You sometimes have to part with / or submit "original documentation " with different Government Departments HMRC , DVLA , etc

so check the small print and don't forget to take photo copies of everything important , before you sent it off.

the C&E 389 is still valid providing you have the certificate , you will need to send it with your V5/55 application if you need help please PM me or contact the TRR office where jo will point you in the direction of a club officer that deals with these things

I had the same problem when I registered the car in 2016. The car was imported in 2012 before Nova was implemented and I was told only the 386 certificate was not enough.

 

So I went to fill out the information needed on the Nova form, a lot of the info I did not know so I just had a good guess on what to write, I think it doesnt really matter. As long as you in the end generate a Nova number all is good. Its probably better to fill the Nova out online? Then you generate a number and print out the info, job done.

 

I called DVLA two times to ask and could not believe the ignorance and useless advice I was given, both times they said you need the Nova, and it has been in place for many years failing to know that Nova was implemented about six months after my car was imported, it was mandatory in March 2013, when I told one of the advisers this he said I was wrong, I was not wrong! so calling Dvla is almost useless, not only do they not know what they talk about, they also give different answers depending on who you talk to. The Nova document needs info that only the actual importer of the car would know, so many years after it makes no sense as this info is impossible to get.

 

Anyway after I got the Nova, gathered all the information, paid the fees etc I got the V5 so all is good. Some here said a heritage certificate was also needed, this is not the case, Dvla does not need this if the foreign title/registration certificate is there. One thing is that my car is produced in May 1970, which I wrote to the Dvla with reference to the commission plate where the production date is stamped, still they entered the date of first registration to be 1.jan 1970, 5 months before the car was produced.... :-)

I was in a similar situation to you when I imported my 1959 TR3a in 2006 but took until 2014 before it was fit to go on the road.

 

I wrote to: The Car Team, HMRC, National Clearance Hub, Ralli Quays, 3 Stanley Street, Salford, M60 9HL, explaining the background and the fact that my import pre-dated the introduction of the NOVA process. I included with that letter a copy of my bill of sale and the original C&E 386 issued by HMRC when I imported the vehicle. My letter was dated 25/10/2014 and shortly after I received a letter dated 29/10/2014 advising that:

 

"HMRC have reviewed your vehicle import notification and are satisfied that the VAT and duty have been correctly accounted for. Based upon the information you have provided to HMRC an application can now be made to register and license the vehicle with DVLA"

Thereafter it was simply a case of following the guidance set out on the following web page https://www.gov.uk/importing-vehicles-into-the-uk/registering-an-imported-vehicle

 

Overall I found it a pretty painless process.

I think the DVLA must be hit and miss with this then? But several stories I have heard from people in the same situation they were all explicable told to fill in the NOVA form regardless if it was imported before NOVA was implemented or after, but having had contact with the DVLA several times over the years I am not surprised that you didnt have to, the information seem to change depending on who you are talking to.

 

 

Reading from the link you posted the NOVA is actually mentioned.
