TR4a Steering wheel

My son has a 1966 4a, which has the standard (non leather covered) steering wheel fitted, and last year at a show, we bought a leather covered 4a wheel, it's exactly the same design as the one currently on the car, but with the leather covering, which looks like it's original.

 

Can anyone tell me :

Would it be from a later 4a, or

Was it a factory option, or

Is it a custom job

Hi Tony,

It's definitely not cycle binding tape, which I presume would be applied as on handlebars around and around the circumference.

 

This is one piece of leather with the join at the bottom spoke. Also where each set of spokes meets the rim there is a groove cut in the plastic to accomodate the leather as it goes across the plastic, which suggests it was always leather covered.
