Just been through this. If you look at the France web site that allows you to apply for these I don't think it will allow you to actually apply for one. They are only needed in some areas so I would check your route doesn't include any of these areas. I found the RAC guidance (search there web site) to driving in France useful as it's been a number of years since I had been to France.

You have the rotor arm pointed to number one at TDC BUT make sure that is TDC on the compression stroke. The easy check is to remove the plugs and put you thumb over the no1 plug hole and turn the engine over (push it in gear or use a spanner on the crank bolt Don't use the starter. You will feel when it's on the compression stroke and can then stop at you TDC mark.
For info the TDC marks on the pulley can be wrong.

I have the following parts available having how sold the car. I don’t want to bin these but I need the space!
Exhaust Manifold and partial system. £100
4 into 1 manifold and partial system (I think the middle box is missing) 21/4 inch main pipe size. I think the both the manifold and rear silencer are stainless steel.
Original Starter motor for rebuild. £20
Lucas DR3 Wiper motor – single speed for rebuild £ 30
I would prefer collection but delivery might be possible on the above.

I think you will find it's the internal contacts within the solenoid section of the starter. I had exactly the same thing happen it just stopped working. If you search on denso spares you will see that these contacts are readily available and not very expensive. You maybe able to change them with the stater in the car (but do disconnect the battery first!)
i changed both the static contacts and the plunger and all returned to normal.
