Many local group organisers will know that recently, key changes to Government guidance were implemented to enable sections of the hospitality industry to re-open. So, what does the easing of restrictions mean for events, shows and meet ups and what are the rules that apply to car clubs such as ours?
We have outlined the Government advice pertinent to us below. However, as regional outbreaks occur, (such as seen this Summer in Leicester, England) local guidance may also change on a regional basis, so TR Register local groups should also check with their local authorities for advice specific to their area of the country.
We are aware that some venues have been running or advertising certain small scale events. If members attend such gatherings, they do so at their own risk and should satisfy themselves that the business, venue or organiser has put in the necessary infrastructure, social distancing, track and trace and hygiene measures to comply with the regulations for hospitality venues.
Cafés, Restaurants and Pubs that are able to re-open, have been placed under heavy restrictions to enforce hygiene and social distancing. Many venues are operating a pre-book only policy and all venues are required to record the personal details of anyone entering their premises. Venue owners are being asked to act responsibly and control over-crowding at their establishments. From mid-July, outdoor theatres, cinemas and political bodies were also added to the list of exemptions from the rules on public gatherings.
The latest advice, which applied from 4th July 2020, urges us to 'Remain Alert and Safe.' It’s therefore vitally important that club members act responsibly and follow government guidance for your area, as tighter lockdown measures could very quickly return following a second spike if guidelines are not followed.
What are the rules on meeting up with people?
- It is currently against the law for gatherings of more than 30 people to take place except where specified in the Regulations, this includes private homes and outdoor spaces.
From 25th July: Venues following COVID-19 Secure guidelines may be able to host larger groups. This is provided they take reasonable steps to mitigate the risk of transmission, in line with COVID-19 Secure guidance and including completion of a risk assessment. Any other gathering in an outdoor space must not be any larger than 30 people except where specified in the Regulations. Social clubs must remain closed.
- Those operating venues or running events following COVID-19 Secure guidelines should take additional steps to ensure the safety of the public and prevent mass gatherings or large events from taking place.
- If attending a venue that is following COVID-19 Secure guidelines, you should take care to limit your interactions with anyone outside of your group and you should continue to maintain social distancing from those that you do not live with. It is critical that you follow these guidelines to keep both yourself and others safe.
- Two households are now able to meet indoors and people from those two households are allowed to stay the night. Those two households have to maintain social distancing throughout, unless they are in a support bubble with each other.
- Meetings indoors of more than two households are not recommended, because of the higher risk of infection that meeting indoors poses. Households can meet with multiple numbers of other households, as long as each is a separate meeting.
- Outdoors, people from multiple households can meet in groups of up to six.
- A maximum of eight people from three different households can meet indoors, but must observe strict social distancing.
- Meanwhile in outdoor space, up to 15 people from five different households are able to gather.
- One household can meet up to 4 other households per day in total.
- Indoor meetings with people from outside of your household are not allowed.
- Two different households can now meet outdoors in groups of any number of people in size.
- Indoors, groups of up to six people from different households can meet indoors, but must observe social distancing.
- Outdoors gathering are strictly limited to a maximum of 30 people from any household.
How are the rules enforced?
Individuals can be issued with fines of £100, reduced to £50 if paid within 14 days, up to a maximum of £3,200 for repeat offences with more serious offences being prosecuted. The Police have powers to disperse groups of over thirty people and remove people from an area.
What about clinically vulnerable individuals?
Those who have been unidentified as at “high-risk” of contracting COVID-19 are now able to gather in groups of up to six people outdoors. This number includes individuals outside of the household. Those shielding can also form a "support bubble" with one other household.
When will the rules change?
The rules can be relaxed or made tougher at any time. However, the Government must review again before 31st July 2020.

- The pandemic is NOT over. The lives of our families and friends are still at risk.
- Read and understand Government guidance for your specific area of the UK.
- Check your car over carefully if it’s not been used for a while, paying particular attention to tyres and brakes.
- Maintain social distancing of 2 metres where possible (1 metre in certain circumstances - refer to Government guidelines).
- If you previously declared your TR as being on SORN to the DVLA , be sure to update it before taking to the road.
- If you didn't renew your insurance policy during lockdown, do it right away. To help with this, TR Register Insurance have a number of helpful schemes and allowances they are offering members. Contact them on 0333 003 8157 .
- If your vehicle needs one, do you have an MOT? The six month extension only applies to cars that were due an MOT after 30th March 2020 and before 1st August. Extensions are granted in the seven days before the expiry date. After August 1st, you will be required to renew your MOT upon it's expiry as normal.
- Please be assured that during this rapidly changing situation, we are monitoring advice very closely and will follow up with TR Register members if the situation develops.

TR Action Magazine
TR Action Magazine will continue to be produced and mailed out to members, to offer a distraction, entertainment and information during this time.
We have assurances from our printers and the Royal Mail that they have put precautions in place to enable them to continue working for us. The situation the world is experiencing and its impact on the TR and wider classic car scene is moving and changing incredibly fast and is therefore difficult to remain timely and up to the minute with information in a six-weekly print magazine.
Issue 322 has recently arrived on doorsteps.

Updated: Motorsport UK advice for sports events:
Motorsport UK has announced plans as to how it proposes restarting motorsport across its eleven sporting disciplines.
TR Register Hillclimb and Sprint Championship:
Roger McEwen proposed the following actions to current registered competitors, all of who agreed to the following:
- The Revington TR / TR Register S&HCC will be abandoned for 2020 in terms of results and awards.
- Roger McEwen all work to obtain invitations to as many events as possible for the TR Register for the rest of 2020, assuming that existing events on the calendar will be in if they go ahead. Roger will issue SRs and Entry Forms as they become available.
- That we will not have a Drivers Dinner / Awards Ceremony or Meeting this year.
- That for 2021 the Championship Regulations will be the same as this year subject to any necessary changes in the calendar of events.

Goodwood Festival of Speed / Goodwood Revival - **CANCELLED**
The organisers of the Goodwood Revival and Festival of Speed events have announced that the event will not take place in 2020. The Goodwood Revival began in 1998 and has been a key part of the historic motorsport calendar ever since, attracting many thousands of visitors every September to revel in a celebration of historic cars, motorsport and vintage fashion.
In a statement, Goodwood said,
"Sadly, we have had to take the decision not to hold the Festival of Speed and Revival this year. All ticket holders have the option to rollover their tickets or request a refund.
As we rely so heavily on our headline events, their absence places not only future events but even the long-term future of the estate under considerable strain. With this in mind, we are today reinvigorating the Goodwood Supporters’ Association (GSA) in the hope that the Goodwood community will stand beside us as we weather this storm together. As well as the options to rollover tickets to 2021 or request a refund, any ticket-holder can also choose to exchange a proportion of their 2020 ticket value in return for additional GSA benefits.
For those without tickets that would like to join the GSA and show their support, there are a range of GSA levels with various benefits at each level in recognition of your support. We appreciate this is a difficult time for everyone, and one which is surrounded by uncertainty.
We hope that this range of options across all of our customer groups will allow people to make an informed choice to suit their personal circumstances, and will help preserve the spirit of Goodwood, and our unique interpretation of the sport we all enjoy."

**CANCELLED** Silverstone Classic
The organisers of Silverstone Classic have confirmed that the 2020 event is to be cancelled. TR Register members should contact them direct for refunds or to roll-over pre-booked tickets. All advance ticket holders will have been contacted by Silverstone Classic. Their statement follows below:
It is with a heavy heart that the organisers of the Silverstone Classic announce that this summer’s flagship three-day festival – originally scheduled for the weekend of 31 July to the 2 August – has sadly been cancelled.
As the world’s biggest classic motor racing festival, the massive event always attracts unrivalled grids, many thousands of classic car owners and more than 100,000 visitors, many of whom camp out at Silverstone. The nature and scale of the event make running it in a safe, socially-distanced manner a huge challenge in the current situation; and the event’s much-loved family festival ethos also means that running the event behind closed doors isn’t a feasible option.
This summer, the pioneering Classic had massive plans to celebrate its milestone 30th birthday with a special ‘greatest hits’ racecard but organisers have indicated that they will carry forward these celebrations to the 2021 event.
“Following the latest Government advice, coupled with other scheduling changes at Silverstone, we have reached the inevitable conclusion that we will need to cancel this year’s event,” said an enormously disappointed Nick Wigley, CEO of Classic organiser Goose Live Events. “Given the current circumstances and the unclear outlook on timescales, staging a postponed event – which was our original back-up plan – isn’t something we can plan for with any degree of certainty if we are to deliver the style of Classic that we all know and love.
“I can’t tell you how sad this news makes me feel. For the last 12 years it has been my life’s focus to build the Classic into the most amazing family friendly classic racing festival, the biggest and many people think the best in the world, but our priority at all times is the safety and wellbeing of those attending our events – as well as our own team – and we know that Classic fans will understand why this step has been necessary.
“As an independent events company passionate about what we do, we are so proud to have developed the Silverstone Classic into an internationally renowned historic motorsport festival enjoyed across generations of car enthusiasts, families, racing drivers and petrolheads.
“In times of difficulty, communities tend to come together and we’re incredibly grateful for everyone’s continued support. It means a lot. The passion of those coming through our gates is what makes the event the success that it has become and we are now already looking forward to celebrating our delayed 30th anniversary with everyone next year instead.”
The record numbers who have already purchased Super Early Bird and Early Bird tickets will be offered the option either of rolling over their tickets to the 2021 event or requesting a full refund.

The first of the Bicester Heritage Scrambles will now be held on 4th October 2020.

British Motor Museum, Gaydon: RE - OPENS 4TH JULY
Following the recent government announcement, the British Motor Museum are getting ready to safely re-open on Saturday 4 July.
The British Motor Museum reassured us that they are committed to providing a safe place to visit. They are adopting new approaches in order to adhere to government guidelines so, whilst we they look a little bit different, they are excited to be able to welcome you back to the Museum. Most event remain cancelled until the first weekend of September.
The 24 Hours of Le Mans - POSTPONED
In view of the changing health situation related to the coronavirus and the latest Government guidelines, the 88th 24 Hours of Le Mans, initially scheduled for 13-14 June, has been postponed until 19-20 September 2020.
Le Mans Classic - POSTPONED UNTIL 1- 4th July 2021

TR Register @ Gaydon event - POSTPONED UNTI 6TH SEPTEMBER
British Motor Museum, Gaydon
Will now be held in conjunction with the Metro and Mini Show and the BMC and Leyland Show subject to government guidance. All tickets and bookings made for the 12th July date will now be valid for this new fixture.
Triumph Weekend 14-16 August 2020 - CANCELLED
In response to the most recent UK Government guidelines and after extensive discussions with the event’s venue and partners, the TR Register and TSSC has taken the difficult decision to cancel the 2020 Triumph Weekend, planned for 14-16th August 2020.
The TR Register is committed to following the latest UK Government advice on events and public gatherings. Current government and public health advice states that all non-essential social contact with other people outside of your own household should be avoided for the foreseeable future. Furthermore, legislation currently in force to prohibit public gatherings of more than two people remain in place.
Day tickets, camping passes and exhibitor bookings already purchased for the event at Stratford – upon – Avon Racecourse will be refunded immediately.
For accommodation booked in nearby Hotels, attendees should contact their accommodation provider and share this announcement with them in order to negotiate a refund.
IMPORTANT: The TR Register asks specifically that, in the first instance, those who booked advance tickets do not contact the club nor the venue regarding their booking. The organisers will automatically refund you and will send notification of the refund having been issued.
Paul Tunnadine, speaking on behalf of the joint organising team from the TR Register and TSSC clubs explained: “As published in TR Action Magazine, Courier Magazine and via the event website at www.triumphweekend.com the Triumph Weekend organising team promised to review the situation that faced the event in mid-May. The well-being of club members and show visitors was of paramount importance to both of the organising clubs.
In light of the latest UK Government advice regarding COVID-19, not only did we have to consider the impact of probable social distancing restrictions on the event format, but also whether it was practical to proceed in terms of time and resources available to organise the event.
The organising team also considered whether club members would feel comfortable and safe to attend an event at that time and how possible it would be to implement appropriate health and safety and social distancing required to keep visitors safe.
Having considered all these factors, the organising team were left no other option but to cancel the event.”
The Triumph Weekend will take place ‘virtually’ however, via www.triumphweekend.com during the originally intended weekend. Members of all Triumph clubs will be able to display their car in our virtual show field online by uploading photos of their car. You will be able to compete in our Concours D’ Elegance and Pride of Ownership decided upon via public vote, view an online directory of traders with possible show discounts and view video interviews and podcasts. We will release further information on how you can take part in the Virtual Triumph Weekend, in the next few weeks.

CarFest North and South
Chris Evans announced that, as a result of the ongoing situation with COVID-19, CarFest have taken the difficult decision to reschedule both CarFest North and CarFest South until 2021.
CarFest North will take place at Bolesworth Estate from: 23rd - 25th July 2021
CarFest South will be held at Laverstoke Park Farm from: 27th - 29th August 2021
"Over the past eight years we have raised over £16m for UK Children’s Charities – BBC Children in Need, the Ellen MacArthur Cancer Trust, Rainbow Trust, Starlight Children’s Foundation and Teenage Cancer Trust – we want to continue to do this.
We know many of you have been waiting for us to announce the second release of tickets for this year, and we’re sorry to disappoint you, but do hope that you will be able to join us in 2021 to celebrate CarFest’s 10th birthday!

Bo'ness Revival - 4-6 SEPTEMBER - CANCELLED UNTIL 2021
The organiser released the following statement, however the TR Register Scottish regions will be looking into an alternative option for the TR Register Scottish Weekend, which will be announced in due course.
From the Bo'ness Committee:
"After a lot of discussion and soul-searching, it’s with heavy hearts that we have decided to cancel the 2020 Bo’ness Revival and Classic. In light of Motorsport UK cancelling all events until at least the end of June, we are unable to plan an event that takes many months to organise to make it as successful and safe as possible for competitors, entrants, marshals, organisers and visitors. We hope you understand and everyone involved with the Revival is humbled by the support you have shown throughout this situation that none of us could have predicted.
We’d also like to thank all of our sponsors who have been unstinting in their support for the Revival and without whom we simply couldn’t run the event.
We will be refunding entry fees to those who have already paid for the Classic. Any Hillclimb competitor can also be refunded, defer their entry to 2021 or gift their entry fee to the club, we wil lbe in touch about this in the near future,
However, this is far from the end of the Revival and Bo’ness Hill Climb Revival Club. We are already looking to the 2021 event and how we can make it the best Revival yet. Much of the planning that has gone into this year’s event will be carried over and we have plenty of other ideas too.
We will continue with our regular Facebook posts celebrating the great drivers, cars and people of past Revivals. Kenny Baird has plenty more of his history of Bo’ness Hillclimb to come and we also have our virtual Breakfast Club meeting this Sunday from 10am right here on the Bo’ness Revival Facebook page. Make sure you drop by with a cuppa, bacon roll and ready to chat about all things classic and hillclimb.
There are also other events we have planned for later in the year that we’ll keep you up to speed on as and when the unfolding situation allows.

TR Register European Meeting - POSTPONED UNTIL SEPTEMBER 2021
The TR Register have had to take the difficult decision to postpone the UK European Meeting, until September 2021. The move will see all subsequent meetings in other countries, also put back by one year by universal agreement.
Although much of the detail will be announced in due course, the organising team have in place a new plan and agreements with all the major suppliers.
